The City of Penticton's Engineering Department is in search of a highly motivated and progressive individual for the position of Engineering Design Supervisor. The Engineering and Design department consists of the Design Branch, Water Treatment Branch and Waste Water Treatment Branch. The Engineering and Design team is responsible for the planning, design and construction administration of the road and pedestrian network, water distribution system, waste water collection system and the drainage system.

Reporting to the City Engineer, the Engineering Design Supervisor provides management of the design and capital works construction function of the Engineering Department. This position directs and undertakes a wide range of activities related to the design, estimating, tendering, and construction management including contract administration of roads, sanitary sewer, storm sewer, water and revitalization projects. This position supervises Engineering Technologists and Surveyors, along with temporary summer students.

Key Responsibilities:

  • Complete engineering design either in house or by a consultant
  • Prepare contract tender documents, specifications and special conditions
  • Undertake project management on multiple projects
  • Prioritize engineering infrastructure designs, establish pre-design criteria all to Subdivision and Development Bylaw standards
  • Recruit, supervise, mentor and train technical staff
  • Establish estimating guidelines, maintain construction cost records and prepare pre-design and pre-tender estimates
  • Provide contract administration of the construction of capital projects per provincial Master Municipal Construction Document Standards
  • Ensure project quality and cost control
  • Ensure that accurate record plans are produced of completed works

Required Qualifications:

  • Bachelor of Science in Civil Engineering or an Applied Science Technologist degree
  • Professional Engineer (P. Eng.) designation with the Engineers & Geoscientists of BC or related designation 
  • 5-7 years related municipal engineering experience and/or equivalent combination of experience as recognized by the City of Penticton
  • 2 years of supervisory experience
  • A broad range of civil engineering and/or public works experience
  • Valid BC Driver's License, minimum Class 5
  • Strong skills with Autodesk Civil3D, ESRI ArcMap, and other engineering modeling, design, GIS mapping, and financial software
  • Strong skills with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)
  • Excellent written, verbal communication skills
  • Excellent presentation skills including confidently interacting with Senior Management, Council, Committees of Council, Associations and the public;
  • Demonstrated skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners, contractors, consultants and the public, complemented by strong interpersonal skills to work tactfully with those groups
  • Ability to prepare easily understood technical presentations and reports on complex technical, policy and issues
  • Proven ability to work well in a team environment and also independently to produce quality materials and recommendations within tight timeframes
  • Proven ability to exercise sound judgment and discretion
  • The ability to interpret and apply relevant Municipal By-laws and Engineering standards
