The City of Penticton's Development Engineering Department is in search of a highly motivated and progressive individual for the permanent full-time position of Development Technologist. The Development Engineering function within the Development Services division is a key component to all departments. Under the guide of the Development Infrastructure Manager, the department is located at City Hall for the day-to-day infrastructure needs and analysis of all planning, subdivision and building applications.

Reporting to the Development Infrastructure Manager, the Development Technologist is the first point of contact for public inquiries on servicing, and processes related to servicing. The Development Technologist is responsible for the coordination of developer driven tasks for new construction. They are the liaison between the developer/builder and the City Public Works crews that install the services.

Key Responsibilities:

  • Meet with the public related property servicing enquiries.
  • Liaise with developers/builders to arrange the installation of services and minor frontage work for developments: Review servicing plans; Quote servicing and frontage work; Create internal work orders and facilitates the scheduling of tasks; Drafting/design of frontage upgrades when required; and Site inspection as required.
  • Engages with the public on development related activities.
  • Review planning applications to determine servicing requirements.

Required Qualifications:

  • Minimum of a two-year diploma in Civil Engineering.
  • Membership, or ability to obtain membership, in Applied Science Technologist or Technician in the Association of ASTT of BC or Association of Professional Engineers of BC.
  • Minimum Class 5 BC Driver's License.
  • Experience in the engineering review and approval of subdivision applications, building permits, development permits and rezoning:
    • The ability to communicate effectively, verbally and in writing, and to exercise considerable courtesy, tact and diplomacy in dealing with other City employees, external agencies and the public, to provide technical information on engineering requirements, bylaws, procedures and related matters;
    • Necessary knowledge of municipal engineering standards relative to all aspects of land servicing and of the pertinent regulations and bylaws;
    • Knowledge of engineering requirements as they relate to building permits, development permits, rezoning and subdivision applications; and
    • Advanced computer skills including AutoCAD, Geo-Graphic Information Systems, spreadsheets and Microsoft Office.
